Steven Lane Joins ZwillGen in Washington, DC
ZwillGen welcomes Steven Lane as a Legal Director in the Firm’s Washington, DC office. Steve joins ZwillGen’s Law Enforcement team, where he will advise technology and media companies on their rights and responsibilities in responding to requests for user information by law enforcement, criminal defendants, and civil litigants as well as civil litigation.
“I am thrilled to join ZwillGen, and I look forward to working with my new colleagues in helping the Firm’s clients navigate emerging technology and data-related challenges,” Steve said.
Steve comes to ZwillGen with two and a half decades of legal experience under his belt, including more than 12 years with the Department of Justice. As a lawyer with the Office of Law & Policy of the National Security Division, Steve litigated and provided legal and policy advice to the Department’s leadership and other Executive Branch stakeholders on issues arising from the government’s acquisition, handling, and use of data acquired pursuant to the Foreign Intelligence Surveillance Act (FISA) and the Stored Communications Act; the implementation of provisions aimed at safeguarding sensitive information and technology; and the enforcement of counterespionage and counterterrorism laws.
During his time with NSD, and in his previous tenure with the Appellate Section of DOJ’s Criminal Division, Steve litigated novel and complex issues in federal court cases across the country. He has briefed and argued more than two dozen appeals across eight circuits, and he is one of the few advocates to have argued a case before the Foreign Intelligence Surveillance Court of Review.

Steve also worked for eight years as a Legal Advisor to the Foreign Intelligence Surveillance Court, where he counseled judges on the broad range of legal and technological issues presented by Executive Branch requests for authority under FISA. After receiving his J.D. from Vanderbilt University School of Law in 1997, Steve clerked for the Honorable Gilbert S. Merritt of the United States Court of Appeals for the Sixth Circuit. Steve is a Certified Information Privacy Professional (CIPP/US).

Rachel Miller Joins ZwillGen in New York
Rachel Miller joined ZwillGen earlier this year as a Legal Director in the Firm’s New York office. She brings to ZwillGen her deep experience in all manner of commercial transactions, particularly at the crossroads of technology and media. Rachel will head up ZwillGen’s transactional practice group and will focus on continuing to build out this practice area.
“I am delighted to be at ZwillGen where the work has been both fascinating and varied,” said Rachel. “I’m looking forward to continuing to build out the Firm’s transactional team to help service our clients.”

Before joining ZwillGen, Rachel spent over 15 years at HBO and Warner Media where she led HBO’s technology legal team and served as chief counsel for HBO Max. In that role, she helped launch numerous streaming services for the company, both domestically and internationally. Prior to working at HBO, Rachel spent more than 7 years in BigLaw where she worked on large M&A and finance transactions. Rachel received her J.D. from Fordham University School of Law.
