Zach Judge-Raza counsels clients on privacy, data protection, and other emerging technology and data-related legal issues. He offers practical and actionable advice informed by years of experience in these areas. While his focus is always on resolving matters amicably, Zach is also an experienced litigator, having represented clients before the Investigatory Powers Tribunal and the UK High Court. Zach advises clients on both domestic and cross-border legal issues. His ability to navigate domestic and international legal frameworks and systems sets him apart.

Zach assists clients in meeting their regulatory and compliance obligations, including helping clients navigate interactions between domestic authorities and overseas regimes. He has significant experience leading engagements with regulators, government officials, and other relevant bodies.

Zach’s international practice involves advising a diverse range of clients – from innovative start-ups to some of the world’s leading tech companies – on crucial decisions that shape the development and deployment of critical hardware and software, including privacy-enhancing technologies, that affect billions of users worldwide. He advises clients on regulatory frameworks related to the internet, including investigatory powers, computer misuse, data privacy, information security, content moderation, and law enforcement access to data.

Before joining ZwillGen, Zach was a Director at Fieldfisher LLP where he advised on cybersecurity and regulatory matters. Prior to that he spent more than a decade working at the heart of the UK government at the Foreign, Commonwealth and Development Office where he specialized in public law and matters relating to national security. He has extensive experience of the UK’s investigatory powers regime. His work has included advising on matters related to national security, cyber defense, interception, and surveillance. Zach has led numerous high-profile judicial review claims involving critical issues related to national security and advised clients in landmark public inquiries and investigations, including the Litvinenko and Dawn Sturgess Inquiries. Zach is a trusted advisor on all issues related to privacy and data and their intersection with national security.
